Recently, Heilongjiang Provincial Postal Administration, together with provincial Department of Transport and provincial Supply and Marketing cooperatives, issued the Notice on Promoting the Construction of Rural Express Logistics Service System, requiring that the three systems of transportation, postal service and supply and marketing give full play to their respective resource advantages and integrate development through the construction of township distribution centers and the establishment of village comprehensive service stations for delivery and logistics. We will jointly promote the development of a rural express delivery logistics service system.

According to the Notice, the cooperation of "delivery and delivery" is based on the principles of "system communication, complementary advantages, resource sharing and coordinated development", based on the integrated development of "passenger, freight and mail", focusing on the improvement of rural express logistics distribution system and the development of rural e-commerce. By building township distribution centers, building bus demonstration lines integrating delivery and mail with towns and villages, and setting up comprehensive village-level delivery and logistics service stations, we will promote the construction of a rural delivery and logistics service mode of "transportation + postal express + supply and marketing".

By the end of April 2023, 13 cities (localities) in the province will form the integrated development mode of "one place and one case". By the end of the 14th Five-Year Plan, "delivery of mail and supply" will cover all districts and counties in the province. Postal integration township (town) village bus line operation has gradually become normal; Reasonable distribution of township delivery logistics centers; Village-level integrated logistics service stations with overlapping functions basically cover stable operation; The number of modern agricultural projects has reached more than 200.
